1-13-05 -- Opponents of the Rancho San Juan 4,000 home proposed development in North County presented boxes of signed petitions to Monterey County Registrar of Voters. They believe they have enough signantures to require the County to place this proposed development on an upcoming ballot. Julie Engalls epresents opposing citizens who want this major develoopment project included on the next election ballot. 1-12-05 -- Community General Plan unveiled. A coalition of 18 community groups announced the completion of their 261 page version of a 20-year growth County General Plan. The group urged County Supervisors to adopt this plan as law or face a possible inititive campaign to put their plan to a county-wide vote.

12-15-04 - The highly controversial Rancho San Juan development of "Butterfly Village" is approved by 3-2 vote of supervisors along with a prediction that the "vote would be far from the last word."

7-29-04 - County plans changes in Ordinance covering enforcement of rules/conditions for developers on buildings, grading, erosion-control, etc. The concerned resident groups, Open Monterey Project, Advocates for Code Compliance and others want the County to make sure developers comply with rules and conditions on their projects. County Supervisors are scheduled to consider proposed Ordinance changes on August 24, 2004. County Planning Commissioners discussed this issue during their July 29th meeting. A lawsuit was recently filed on behalf of the Open Monterey Project asking a judge to rescind the closure of hundreds of files. County Planning Director, Scott Hennessy said budget cuts forced code enforcement officers to set priorities on their caseloads.

7-14-04 - County Planner, Thom McCue, expects the Final Environmental Impact Report (EIR) on PB Co.'s pending applications for major construction projects in Del Monte Forest to be complete for public review in the 3rd quarter of 2004, probably late September. Thom McCue advised Concerned Residents that preparing County responses to the many letters from the public and State Agencies concerning the Draft EIR has taken more time than expected. He also indicated that the County hopes to begin public hearings on the PB Co. applications sometime in the fourth quarter of 2004. |
5/01/04 - Pebble Beach Co.'s Applications for Major Development projects in Del Monte Forest have been "tabled indefinitely" by County Planning Dept. On April 29th the County Subdivision Committee and County Planner, Thom McCue, moved to continue further hearings on the PB Co.'s applications to allow the County more time to repare responses to the many pubic an State Agencies' comments on the Draft EIR on the applications. the PB Co. VP, Mark Stilwell, agreed with the recommendation. The county is assuming that zoning changes and Land Use policies covered by the Measure "A" Initiative will be certified and applied to the Del Monte Forest. However, the California Coastal Commission is still waiting for the County to submit the Initiative documents for their action. March 26, 2004 - Public responses recently sent to County Planning Dept on Draft Environmental Impact Report (DEIR) covering Pebble Beach Co.'s pending applications for major construction projects in Del Monte Forest are on this website. These documents provide important facts about the significant adverse impacts these projects will have on the envirnment and quality of life for residents of the Forest and County. The County's final EIR is scheduled to be available in May or June. It will include all responses to the DEIR with a County reply on each. 4/22/04 - County Subdivision Committee Public Hearing on PB Co.'s Major Development Applications Continued Again. Thom McCue, County Planner announced that the County Subdivision Committee will not review and vote on PB Co.'s applications for development plans on April 29th as planned. A new date for this Public Hearing will be established when the County Planning Dept. staff and the Jones & Stokes Co. consultant have completed writing "County Comments" on each of the many letters the County received in response to the Draft EIR on the proposed PB Co. development plans. Staff recommends that the Subdivision Committee accept comments from the public and then continue this item to a date uncertain to be determined pending further review and analysis of written comments on the draft EIR. 4/07/04 - California State Agencies respond, with major concerns, to Draft EIR on PB Co.'s proposed development plans in Del Monte Forest. Letters to Thom McCue, Senior County Planner from the state Department of Fish and Game, Water Resources Control Board and California Coastal Commission make it clear that the Draft Environmental Impact Report on PB Co.'s proposed development projects is not adequate. Environmentally sensitive habitat area issues and lack of available water are among the many items that the State Agencies and 86 other individuals and organizations have described in letters to the County... confirming that the DEIR is inadequate. The County Subdivision Committee held a Public Hearing at 10:00 a.m. on Thursday, April 8, 2004 in Salinas (Supervisors' Chambers, Church and Alisal Streets) on Pebble Beach Co.'s pending applications for major development projects in Del Monte Forest. March 11, 2004 - First Public Hearing on PB Co'.s Applications for Major Construction Projects DEIR was conducted by the (DMFLUAC) Del Monte Forest Land Use Advisory Committee to the Monterey County Planning Commission in one full day, not three days as expected. On March 15, 2004, the DMFLUAC reviewed each proposed development project and made recommendations on each one for the County Planning Commission. January 18, 2004 --California Coastal Commission's proposed new rules on protecting the Monterey Pine trees are covered in the January 18 Monterey Herald story. The recommended new rules would classify stands of the Monterey Pine in the Del Monte Forest as "environmentall sensitive habitat areas". This may stop much of the proposed new development in the Del Monte Forest. This news story reports that it is estimated that, in the past, the County approved 512 new building permits which involved the loss of approximately 9,216 trees. December 16, 2003 - Update on California Coastal Commission Dec. 10, 2003 Public Hearing-Periodic Review of Monterey County Local Coastal Plan (LCP). No formal action was taken by the Commissioners on 82 pages of proposed new rules. The CCC Staff reviewed a list of proposed new rules for Monterey County's coast at the public meeting. Some of the proposed changes in the LCP involve protection of environmentally sensitive Monterey Pine trees, ban on private wells, limits on the use of desalinated water, restriction on building in Big Sur and prohibit four lanes for Highway One in North County. County Supervisor Calcagno and others in attendance objected to the way the proposed new rules were devised without community input. Charles Lester, Director of the Coastal Commission's Santa Cruz office, indicated that the staff would meet with County Supervisors and provide the public with a more focused presentation at their March public hearing. August 13, 2002 - See the Monterey Herald new story on Monterey County's General Plan Update. The Herald reported that "County Planners are recommending no zoning changes in several areas, including Pebble Beach." (The Measure "A" Initiative, approved by County voters in November, 2000 includes zoning changes in Pebble Beach to allow for expansion of commercial operations in Del Monte Forest.) During August, the Planning Commission will hold public hearings on zoning change requests for the Draft Update of the County General Plan.
