Resource Constraint Overlay (RCO): Measure A also lifts the RCO - B-8 Zoning Overlay from portions of the Del Monte Forest Area Land Use Plan by finding that adequate sewer capacity and water supply are available, and that highway capacity and traffic circulation solutions have been agreed upon and adopted. This finding is justified by the participation of the Pebble Beach Company in a Carmel Area Wastewater District reclamation project, the purchase of additional sewer capacity, and the completion of a traffic study and implementing agreement to construct area traffic circulation improvements.
