Subject: Del Monte Forest Area Land Use Plan - Certification of Amendments (Measure "A")
..........and Required Update of 1984 Plan

Dear Jim,

This will confirm our request for a Monterey County document outlining the work (step by step) that you believe will be required by the County and California Coastal commission in order to produce a completely new Del Monte Forest Area Land Use Plan. It is our understanding that a schedule of this work will depend upon the action taken by the California Coastal Commission and any subsequent court action, if required.

We plan to publish a tentative schedule of action to be taken by the County and Coastal Commission with an estimated target date for each phase of work and the publication of a new County Del Monte Forest Area Land Use Plan.

As you know, during the County Workshop on Measure "A", it was requested that the County schedule the required work to update the Forest Land Use Plan in the near future. Further, we believe it is important that the May 17, 1994 County Citizens Advisory Committee recommendations for the update of the Plan be considered as a baseline for this work.

The County Citizens Advisory Committee's recommendations covered all sections of the LUP and included the need for adding new sections in the Plan to cover:

- Preservation of the existing semi-rural forested residential character of the community, and
- Phasing of development in the Forest to mitigate the detrimental effects of construction of residential and major commercial and infrastructure projects on residents and visitors alike. The enclosed pages taken from the May 17, 1994 document describe these issues.

It is our understanding that any new or amended applications for development in the Forest that involve the sections of the Land Use Plan that are to be amended by Measure "A" will not be processed until these amendments have been completely reviewed and acted upon by the California Coastal Commission (and the court, if necessary) and accepted by the County Board of Supervisors.

If the Measure "A" amendments are accepted by the Coastal Commission and the County we believe the County Citizens Advisory Committee recommendations should be incorporated in an updated Forest Land Use Plan. If the Coastal Commission rejects the Measure "A" amendments and is upheld by the court, we believe it is in the interest of all concerned to proceed with an early update of the Forest Land Use Plan

We realize this new Land Use Plan work places a new heavy load on the County staff which is overloaded with regular work. WE also recognize that the County may have some funding problems with respect to the work on updating the Land Use Plan in the near future. When we meet with you next week, we would like to discuss some ideas on how these problems might be solved.

One of the objectives of the Concerned Residents of Pebble Beach is to keep Forest residents informed of all relevant land use activities effecting them. In the past we have accomplished this through mailings. We will continue to use mailers and also a new Web site that will be activated in the very near future.

Jim, you assistance in providing important information for our organization and the residents of Del Monte Forest is greatly appreciated.

  • To recognize and protect the rights of property owners and residents adjacent to public access areas

  • To maintain a private, peaceful environment for Forest residents

  • To maintain adequate public safety and health services for Forest residents (Sheriff, Fire Protection, Ambulance, etc.)

  • Phasing of development in the Forest to mitigate the detrimental effects of the construction of residential and major commercial and infrastructure projects on residents and visitors alike. This shall be accomplished by:

    • Restricting the amount of residential construction that will be permitted annually, and

    • Limiting the impact of major commercial and infrastructure projects during construction.
