RE: Response to your letter of 6/24/03 regarding Review of Analysis of Measure "A"

Dear Mr. De Lay,

As you are aware the County is currently preparing both an environmental impact report on the Pebble Beach Company's Del Monte Forest Preservation and Development Plan (DMF/PDP) as well as an environmental analysis of Measure "A". The purpose of the analysis is to provide information to the Coastal Commission for their consideration of Measure "A" once it is forwarded to them by the County. The project EIR will help the LUAC, Planning Commission, and other County decision makers understand the impacts of the application before considering it a public hearing. Unlike the development project the ballot measure will not be approved or denied by County decision makers since it has already been approved by the voters on November 7, 2000.

While the County plans to have the Draft EIR available prior to the LUAC's review of the project the analysis of Measure "A" will not be ready by then. The analysis of Measure "A" is planned to be available prior to the hearing on the project before the Planning Commission. When the analysis is submitted to the Planning Commission it will also be submitted to the LUAC and any other interested parties. Following review of the Pebble Beach Company's DMF/PDP by the Planning Commission and the Board of Supervisors will be accompanied by the project's EIR in order to provide the complete environmental background requested by the Coastal Commission.
