Re: Review of analysis of Measure "A"

Dear Mr. Hennessy:

It is this committee's understanding that an analysis of Measure "A" is being prepared under the direction of the Planning Department for submission to the Coastal Commission for it's review and action. Does the County plan to submit the analysis to the Coastal Commission without prior review and comment by the public, including this committee? Public review and comment on the analysis document appear appropriate, if not essential, considering the importance and impact of the land use changes prescribed by Measure "A".

Admittedly, Measure "A" is definitive in certain matters, but it contains some uncertainty regarding growth and expansion in the Forest and, inevitably, whether the measure constitutes the final "build-out" of residential and commercial elements in the Forest. These are critical issues which appear to fall within the province of the committee under its guidelines as subjects amending the general and local area plans.

The committee acknowledges its mandate to consider only those land use matters referred to it by the county. In deference, the committee respectfully asks that the county consider authorizing an agenda item addressing this topic, i.e., review of the analysis of Measure "A" and the appearance of a staff member for discussion of this subject.
