At the county public Scoping Meeting on September 25, 2002 Frances M. Farina, a Carmel attorney, provided the County Planning Department representatives and Jones & Stokes consultants with comments and questions for use in the preparation of the required EIR for the Pebble Beach Company's pending application for major commercial development projects in Del Monte Forest.

A summary of her presentation follows:

CONDITIONS OF SPANISH BAY APPROVAL

COMPLIANCE - is PBC in compliance with all conditions of approval for its last development project, Spanish Bay (e.g. sand dune restoration)

ALTERATION OF CONDITIONS - Current proposal will require removal of scenic easements previously required as mitigations for Spanish Bay project (e.g. Sawmill Gulch)

LAST GOLF COURSE? - Wasn't Spanish Bay supposed to be the last new golf course approved in the Forest? See Herald story (3//29/85)

 

TRAFFIC IMPACTS

DEFINE THE "IMPACT" AREA

CHOMP - Regional hospital needed by all peninsula residents

HIGHWAYS 68 AND 1 - Current LOS (level of service) inadequate

SPECIAL EVENTS - Any restrictions on new events or expanded existing events?

 

RECLAIMED WATER AVAILABILITY

ALTERNATIVES TO SALE OF WATER ENTITLEMENT - What alternatives are being evaluated to the current proposal that PBC sell a portion of its potable water entitlement for eight times the current market price to fund expansion of the existing reclamation plant? New golf course should only be irrigated with reclaimed water, but current facility lacks capacity to service it.

INTEGRITY OF COUNTY'S WATER WAIT LIST - Is water available only to those who can afford it making the public waiting list meaningless?

 

POTABLE WATER AVAILABILITY

PBC ENTITLEMENT BASED ON PROJECT PRODUCING 800 ACRE FEET PER ANNUM (AFA) - Reclamation project has averaged 600 AFA. Should PBC get 100% of its entitlement when project is producing 75% of what was expected?

ACCURACY OF PROJECT WATER DEMAND

 

PEER REVIEW OF EXISTING REPORTS

WHO WILL DO IT - More than ten existing reports will be used (e.g. traffic, water demand, noise, special status species). Who will do the review?
