NOTE: Dan Carl, Coastal Commission Staff Planner, advised that only County approvals of PLN010254 and PLN010341 are appealable. The County's action on PLN040160 (modifying conditions of approval of PC-5040 and PC-5405 - Sawmill Barrow site) is not a coastal permit action because such changes are changes to the Coastal Commission's Spanish Bay coastal permit and must come through the Coastal Commission Staff office directly.

SUMMARY OF SOME VALID REASONS APPELLANTS USED IN 22 APPEALS

The Monterey County’s approval of the Pebble Beach Co.’s Applications for major construction projects throughout the Forest on March 15, 2005 has been challenged in the Appeals. This Summary lists some of the major reasons.

• Violations of the California Coastal Act
  
• Violations of the only existing Del Monte Forest Land Use Plan/Local Coastal Program (1984, outdated)
  
• Ignoring the Coastal Commission’s notice that the Measure “A” Initiative (that changes zoning and policies in the LUP) should be certified by the Commission prior to taking action on PB Co.’s applications
  
• The County’s failure to recognize Environmentally Sensitive Habitat Areas (ESHA) including wetlands, the loss of 17,000 Monterey Pines and imperiled plants protected by the Federal Endangered Species Act
  
• Expansion of visitor serving commercial developments in established residential areas of the Forest
  
• Increased traffic problems on Holman Highway 68 and in the Forest
  
• Ignoring major issues associated with water supply
