Paul De Lay Ref: "Public Meeting Notice & Agenda" for PBCSD meeting, scheduled for August 31, 2001 Let me pass along some of my observations and analysis of this public hearing since I have been involved with this land use at Pebble Beach since 1978 when on the MPWMD. My chief concern of this meeting was the use of the term "water, sewage, and storm drain updates" not just once but 7 times in the revised plan. Yet, no mention was made of the use of terms like "storm water and watershed management" and "reservoiring wet weather rainfalls." Further, no mention was made of the serious offshore beach spills from nearby communities including Pacific Grove, Presidio, and Cal/Trans highway responsibility for downstream storm drain flooding of the Ocean Sanctuary. The most recent Grand Jury report [February, 2001] spelled out the urgency of following the Clean Water Act of 1972. The proper cleansing of storm drain waters before it reaches the ocean or beaches is very unclear from the depiction [on the Agenda] at this hearing. I intend to follow up with higher echelon water quality regulators on this issue which certainly clouded the land use planning process. I may get more active in my own follow up when I conclude my current medical treatment with my eyes.
